In Outlook, changes to a user's email address or other contact information typically take effect within 24 hours. This delay is due to the time it takes for these changes to propagate through the Global Address List (GAL) and the Offline Address Book (OAB) which Outlook uses for address lookups.

The GAL, which contains all user information for an organization, is updated relatively frequently, but Outlook clients typically only download updates every 24 hours

Active Directory Synchronization:
